Shannon Wheatman

Shannon leads AI strategy and, as a Partner at Signal Interactive Media, designs notice programs that inform people of their rights in class actions, mass torts, and bankruptcies. Both demand precision: 22 years of making legal information clear is ideal training for AI.

Shannon built Digital Twins methodology: AI-powered focus groups that test how real audiences understand and respond to messaging before a dollar is spent on media. She constructs personas from survey and consumer data, then runs creative against them in multiple languages, pressure-testing each piece for clarity and impact at a fraction of the cost of traditional research.

Shannon began her career at the Federal Judicial Center, developing plain language model notices for the federal courts. She is one of the most recognized notice experts in the country, trusted with the field’s largest cases.

Shannon holds a Ph.D. in decision psychology from the University of Georgia and a master’s in legal studies from the University of Nebraska, pairing the science of how people decide with the law that governs them. She builds AI apps for fun.
